MANDATE

Ensure transparency in the procurement process and in the implementation of procurement contracts.

Ensure competitiveness by extending equal opportunity to enable private contracting parties
who are eligible and qualified to participate in public bidding.

To streamline the procurement process that will uniformly apply to all government procurement.
The procurement process shall be simple and made adaptable to advances in modern technology in
order to ensure an effective and efficient method.

Create a system of accountability where both the public officials directly or indirectlyย involved
in the procurement process as well as in the implementation of procurementย contracts
and the private parties that deal with government are, when warranted byย circumstances,
investigated and held liable for their actions relative thereto.

Establish public monitoring of the procurement process and the implementation ofย awarded
contracts with the end in view of guaranteeing that these contracts areย awarded pursuant to the provisions
of this Act and its implementing rules andย regulations, and that all these contracts are performed
strictly according toย specifications.

VISION

The Special Bids and Awards Committee adheres to effective implementation in all of the present administrations priority agenda pertaining to financial and procurement program through quality infrastructure projects that will benefit the locality, ensuring them transparency in all of its procurement execution set by the Rule of Law.

MISSION

To step up the procurement process and awards of infrastructure projects. The Special Bids and Awards Committee aims to provide excellent services to the people of the province of Davao del Sur through efficiency in all of its functions both short-term and long-term solutions concerning the public, proper dissemination of information with regards to bid opportunities, and competitiveness focusing solely on procurement and infrastructure projects.

SERVICE PLEDGE

We hereby pledge our strong commitment to perform our duties and functions with utmost goal to ensure a harmonized procedures and standards in the procurement process as provided in the RA 9184 for quality infrastructure projects of the Province of Davao del Sur.

FRONTLINE SERVICES

Advertise and/or post invitation to bid/request for expression of interest.
Produce and provide bidding documents to interested bidders.
Conduct pre-procurement and pre-bidding conference.
